INTRODUCTION

The problems and issues explored in this book are quite important for determining
the future paths of Kosovo. Development does not happen on its own.
Development requires particular attention to all the problems hindering it.
Therefore, exploring such problems is a good first step, especially when
considering the fact that no problem can be solved unless it is well defined.
Kosovo stands today at a very crucial crossroad. It may start developing – both
economically and socially – and become a sustainable and prosperous country. Or
it may stagnate further, which can only bring more economic and social
depression, both of which are terribly destabilizing factors.
By exploring several development challenges and issues – such as the effects of
